many willains are there, but i think aizen from bleach he got power and brain together as well as cool look

Well, obviously it HAS to be Naraku from Inuyasha. He's so sly, and gets away unharmed everytime. ^^;; (do not be confused...I do NOT like Naraku!! I hate him!!)

So many good villians, so little space to type them all out...

Vicious (Cowboy Bebop)- If assholes could fly, this guy would be a 747.

Legatto Bluesummers (Trigun)- Nihilistic psychopaths tend to make good villians.

Vincent (Cowboy Bebop)- See above...

Naraku (Inuyasha)- Just the aura of this guy makes you want to kick his ass (it's miasma).

Orochimaru (Naruto)- This guy is as much of a villian as he is a pediphile (you know what I mean).

Kariya Kagetoki (Samurai Champloo)- I just have to add this guy, he is just such a badass. He could probably chop me up and serve me for sushi if he wanted to.

Makoto Shishio (Rurouni Kenshin)- See above...but with a mummy look.

Paladin Alexander Anderson from Hellsing, Badass with lots of knives.
Kimley (A.K.A. the crimson alchemist) from FMA, He litterally blows people up.
Shishio from Rurouni Kenshin, wanted to create civil war Kyoto Japan.

Thats about all I can think of at the moment, but I'm willing to bet I'll think of more later.

I'm going to include some more...

Itachi (Naruto)-I just saw episode 84 again...holy crap! Just because you have a nihilistic view towards emotional attachment doesn't mean you have to slaughter everyone you know and torment your little brother!

Alucard (Hellsing)-Considering his nature in Hellsing, I could probably include him as a villian.

Alexander Anderson (Hellsing)-The holy blade missile attack DID look pretty cool. Oh, and did I mention he had both of his arms blown off and still tried to run his enemy through with his knife?

Barry the Chopper (Full Metal Alchemist)-A truly sadistic villian, even after his death.

Kefka (Final Fantasy VI)-I'm going to include this asshole for every villian thread.

My favorite villan is Hideo Kuze(GITS SAC2). He was very carismatic (sp?) and a total class act. He was a hero to the refugees and someone who could bring everyone together for a common cause.

CREEPIEST / MOST UNSETTLING VILLAIN:

5- Mr Kimura (Azumanga Diaoh - not a real "villain" but still a creepy antagonist
4- Dr Ni Jenyi (Saiyuki - anyone who's into Gyukumen Koushu belongs in this category
3- Gates (Full Metal Panic TSR - sings "Ave Maria" with pelvic thrusts-- 'nuff said
2- Dr Muraki (Yami no Matsue / Descendants of Darkness) - total, all-around sicko
1- Orochimaru (Naruto) - Creepiest. Anime. Villain. Ever.

MOST BRUTAL VILLAIN:

5- Cell (Dragonball Z) - not quite as powerful as later DBZ/GT villains, but far more sinister
4- Lust (FullMetal Alchemist) - not many major female villains who fight their own battles
3- Father Anderson (Hellsing) - religious fanatics... are... scary...
2- Uchiha Itachi (Naruto) - any Akatsuki member, but especially Itachi
1- Shishio Makoto (Rurouni Kenshin) - a rare "hardcore" villain

The villains from Final Fantasy: Unlimited were some of the strangest and most interesting I've seen.

Fungus was a really quirky monster who could not be killed, true to his namesake he'll always grow back. (You'll have to watch to see how he's defeated.

Herba: This plant woman tends to float around and let her plant monsters do the work for her, most of which have the suffix "baby" after their names. (In English at least, I'm not sure if it was 'chan') He favorite is a carnivorous flower named Hug Hug. She threatens people with the flower, hence her quote "I'm gonna' Hug Hug you to death!"

Oscha: A servant of the main villain, he never excercises his powers in the show, but he's pretty weird. He enjoys wiggling around and will take all kinds of abuse from his bratty boss.

Pist: A starfish creature with a mouth on the back of his head, Pist Sharws the 11th has a very interesting way of interacting with others. His motto is: If you know your enemy, and form a proper plan, then there is nothing you need to fear. His death was quite a strange one, and very well worth seeing.

Makenshi: Fights using both his sword and a special kind of mist. He breaths mist and also keeps mist in bottles around his belt. As explained in the show this special type of Mist can create energy when stimulated by a linear motion. (Such as a sword swipe) He wears a mask to prevent the mist he breaths from becoming activated, but upon his appearance he picks up an ordinary stick, and by taking off his mask and swinging this stick, he creates tremendous explosions. In true Final Fantasy style, by reciting a spell and cutting different numbers of bottles, Makenshi is able to summon dragons to do his bidding.

and my favorite:

Earl Tyrant: He appears as a bratty little child, and often throws tantrums. But he is also probably the most sadistic villain ever. If I haven't already gotten you interested in the show, and you don't think you want to watch it, then read this next spoiler. If you think you might be interested, then do not read it as it will spoil a wonderful surprise~

(Earl Tyrant is probably the most sadistic villain ever. This is because causing pain physically and emotionally to others gives him power and physical satisfaction. He exists only to cause pain, and the food he eats throughout the show often includes the essence of negative emotions. His only goal throughout the series was to cause pain to the main characters, and he displays such delightfully frightening cruelty in the last two episodes.

Some other great villians would be...

Vicious (Cowboy Bebop)- The perfect villian, period.

Makoto Shishio (Rurouni Kenshin)- Had many levels to his greatness.

Legato Bluesummers (Trigun)- A perfectly nihilistic villian.

Naraku (Inuyasha)- Gets old after a while, but still an evil villian.

Dilandau Albatou (Escaflowne)- Behold his exaggerated expressions!

Luca Blight (Suikoden 2)- Without a doubt, one of the better villains that I ever seen. His facial expressions are even better than Dilandau's!

Himoro Gemma (Ninja Scroll)- This guy was just a penis.

Darcia (Wolf's Rain)- *shudders*
