There's another program out there called Samplitude by Magix music. It's a more professional level music editor that allows you to do a lot more, including even recording from a mike and then editing effects in. You can edit any music file on your computer, but depending on the format you'll need to convert it into WAV format first. For that I recommend Power MP3 WMA converter, it can convert MP3,WMA,WAV, and even OGG into any of those formats at any bitrate.

Movie Maker can edit audio, but it's very limited, and it doesn't work very well for audio. The main problem I find with it is it's hard to be precise with it and you can't do many effects, even fading in and out.

Beware the quiet people, You don't know their intentions
(small signatures are sooo much cooler since they don't annoy people trying to read through posts!)

soundforge is quite good too.and it has a quite easy to use interface
