No because you can no longer request character singles as it states here unless you mean character themes which go under bgm. Us that what you are talking about?

If the song actually appears in the original anime, then it's okay to request (as long as you provide a source that proves the song appears in the anime) However, if it's a character single, then you're not allowed to request it (as Ray has already said) Request rules are here if you want to read up on them. (I guess to answer your question quickly, the song that you're referring to is a character single so you can't request it, sorry!)
