upload disabled ? and codec preferences

"Uploading is disabled at this time. Please try again later." I'm new here, and couldnt find out anywhere in the forum an explanation bout that situation. I ONLY intend to upload, as I got all I need (and far more). Some are original CDs, like that request I tried to fullfill : "good luck" (feat. Lisa Kekaula) from applesseed. And that brings the question of the format you'd prefer (uncompressed, CBR or VBR mp3 and what bitrate ?). If needed, I agree on being contacted by an admin via my account's e-mail (f.e. for msn contacts, and I can upload by msn too, as I dont care bout upload points).
