Happy New Year is "Akemashite omedetou gozaimasu". New Year's Day is on January 1st.

Yes, "Shinnen omedetou" would work. If you want to be formal, you can add "gozaimasu" at the end. If it's casual, you don't need to. It's the same with "Akemashite omedetou".

"Akemashite omedetou (gozaimasu)" is the traditional form. You tend to say it to a person when you meet them for the first time in the new year. It's really awkward to say it prior to January 1st (as an English speaking person would say "And have a happy new year!" after Christmas.)

æ–°å¹´ shinnen = new year
明けまして akemashite = starts
おめでとう omedetou = congratulations

so, grouping the words together.. u can say "shinnen omedetou", "shinnen akemashite omdedetou" etc.. well, it's more polite to add a "gozaimasu" at the end of "omedetou" though.

It's not incorrect grammer wise to say, "shinnen omedetou," but you won't hear people saying that. The staple is "shinnen akemashite omedetou (gozaimasu)" or "akemashite omedetou (gozaimasu)."
