Top Banner Menu Disappearing

I was just taken off a tempo-ban for a stupid mistake on my part, and was wondering if this may be a problem from that. The top banner that has the "Home/Forum/Music/Ect..." menu on it disappears and then reappears sometimes when I refresh. Any idea of why this is happening?

Internet Explorer It seems to be working fine now. If it happens again, I'll let you know.
