The votes show how popular a song is to determine whether or not a song is posted. If it only gets one or two votes, it wouldn't go up; if it gets like thirty votes, then yeah, it'll most likely go up as long as someone uploads it. This site is technically a lot of pitching in from the users, as of course Gendou himeslf doesn't have all of the songs, so users upload the songs to help him and he'll post them as long as people want it. Even last night I made a request and almost right away it was posted because someone had uploaded it.
