Help identify animé music?

Hi guys, First time poster; sorry to start off with a question, but based on the knowledge in these forums, it seems like the best place to ask! I found a video a while ago which had some brief music from an animé. I asked the uploader for the origin of the music but he told me he couldn't remember the track name etc. (It was from a video called "The Internet in 1998" and was playing on his Winamp at one point during the video. Unfortunately, the text was far too blurry to make out any text that might help ID the song). He also said: "at that time I had especially a lot of Tenchi Muyo and Ah My Goddess MP3s on my computer, along with some You're Under Arrest and Catgirl Nuku Nuku."
