LOL... Invader Zim popped into my mind after the hint.. I was just watching an episode earlier.. XD and now.. to decode.. XD DOOMED!!~

this one i is quite challenging... i've even tried colour codeing the picture but i get make out what it means....lol... the hint gaive me this expression.. -_-... i seriously know nothing about radioactive rubber pants...lol.. is it possible to put up another hint??

If you simply Google the quote, you'll see it's from the TV show Invader Zim. Anyone who is familiar with the show will understand at once how to proceed.
