Visual Novel RP plans

Well... been thinking about this one for about a month. What i plan is an RP about war between two teams. The battle is mostly about strategy and decisions. It's hard to think of playable system, but i think i found a decison - to borrow Dungeon Master part from AD&D games. The Visual Novel part is giving certain players/character or teams a list of options once in a while, like the ones you get in most visual novels. Some of them would have no real effect, while some(mostly in battles) would award battle points. To give an example:
A battle between two teams is going on. One team acts as a decoy, while one of characters are sneaking around to destroy something important in the enemy's camp/base. Naturally with one less character fighting, the decoy team is in disadvantage(Starting battle points reduced). The Dungeon Master of that team gives opposing team choices like:
"That's strange, ***** was not deployed, as i can't see him in the battlefield"
a)Ignore it, continue fighting(in this case the sneaking one will most likely succeed, resulting in massive increase in points)
b)Go back and guard the base(Most likely will give some options to the opposing team... dunno yet)
c)Send someone to check out the base(Naturally, that reduces your points as one character leaves the field, but prevents opponent's rapid increase)
Of course if you look at it normally, the first option looks wrong, even without knowing the effects. But that can actually be opponent's plot and the ***** can be still in enemy's camp in standby. In other words: if you send someone to check out the base that would reduce your strength, and then opponent would deploy the last character - that would improve their strength. And so that opponent wouldn't just suddenly say that he wasn't sneaking, while he was, Dungeon Master comes in. I plan one DM for each team, and most likely i'll have to play one of them. Team's DM can give options to his own team, but mostly those options won't affect the battle... Well, he can make special events, like "You hear explosion, the building begins to collapse"... well, naturally those events should be based on something, not just "You suddenly die with no reason". As well he can give options to opponent's team during the battle like the ones above. With two DMs they can also give options to each others, so they can play as well. Well, their role is more like judges, so players won't cheat. If someone plans something - he should write a message to his team's DM(pm, so noone would read it of course... it's no fun if enemy knows your plans :D). Well, that's about what i thought of. The problem is - such game should be about a war with significant value of every character, so it's quite a limited theme. Possibilities so far are: Mecha, Lyrical Nanoha-like and what i thought of yesterday - Disgaea. Well, i'd like to hear your comments, votes for the theme and suggestions. I'm also planning of adding character levels(value in points in battle) and something like perks. The best theme in my opinion is Disgaea, as it has most character types and preset teams: Angels and Demons. Moreover, the reason to war is simple to think of. Although other themes would be nice too...
