I think you are talking about the Forum "Avatar." You can find a bit more on them here. If you want to make one, you need a photo editing software such as The GIMP, Adobe Photoshop, or even Paint. The list goes on I guess. If you're a starter, you can request one here until you're ready to make your own avatars. Also, look here for stuff concerning signatures.
