Song Requests (Sorry, I know it's old hat...)

I've read some of the earlier threads on the song requests. I understand why you might want to limit this feature, but I'm curious as to what, exactly, "shuts it off," mainly so I can get an idea of when to try again. Thanks. ^^ Somewhat unrelated: As far as download managers go, my main reason for using them is to resume failed downloads. I too have found that multiple connections don't usually help, so I keep the connection limit to 1 for all sites. Is this permissible? Or are all such programs banned regardless? P.S. Having read some of your responses to other posts, I must commend you. You've got the whole "cold-hearted looking-out-for-all-mankind pseudo-evil-dictator" thing down, man. ;P Great site.
