The Making of Download Manager

I have a sample code for HTTP Request Programming with Java. I tried to change the request into another file (such as image files in localhost) and it worked too. I added some code to save the requested content in files and I think it's getting the way to a download manager, thought I don't know how to make it faster so that it can be called download accelerator.
What I want to ask is how to make a RESUME feature, since all download manager have to have the ability to resume download when disconnected...(my connection used to be like that)
I think that it's related to the GET request and not the Java code. How do you think (I'm not understand HTTP request syntax at all)? Please help me...? Java programmer-tachi or web programmer-tachi...

download accelerator software is irrelevant, useless, and damaging to servers.
it is only a marketing gimmick designed to trick people into paying for extra features or downloading junk spyware.

don't make another one. seriously. don't.
