Anime Voice Synthesizer Technology

There are three voices in anime that use warp technology who spark my interest. I want to know about the technology used to produce these effects. (What is the effect/device called, can it be duplicated on a home unit. etc.) The first one is Giovanni from the dubbed version of Pokemon. If anyone here has seen the first season they have heard his disguised voice. SO COOL! The second is Wiseman from Sailor Moon. His Japanese voice is so ominous. The third is Wiseman from Sailor Moon again. His dub voice was incredibly cheesy. If anyone can tell me about the voice technology used for these characters, I'd really like to know.
