Levels and Voting

Last time I tried to vote on a request, it only gave me five votes, but this time, I noticed I had 9. I happened to look at my level and it too is at 9. The only problem is is that the FAQ says: "User level is mostly just for fun. In the future, it may be used to limit voting or have other impacts on a user's account." It says "may" when it should say something along the lines of "is".
