Cryptography Challenge 4!

PERIODICally, I like to come up with fun puzzles for others to solve.
Solving this one should be ELEMENTary for those who pay attention to detail.
This is a scrambled alphabetical cipher, based on a theme dating back to antiquity.
The only letter which is not obvious in the cipher is J, so I shall give away its value is zero.
For those clever enough to solve it, I applaud your NOBLE effort, comrade!
74-8-37-19, 3-8-8-19 9-8-37 15-63-13-6-63 13-7-66 6-13-3-12 53-7 74-8-37-19: 39-8-92 74-53-3-3 9-53-7-66 53-22 7-8-74-1-63-37-63 63-3-16-63. 15-3-63-13-16-92-37-63-16 9-3-53-22 5-39 - 22-1-63-39 13-37-63 8-7-3-39 9-8-37 39-8-92-37-16-63-3-9; 74-8-37-19 3-63-13-23-63-16 13 12-13-37-19 8-9 3-8-7-31-3-13-16-22-53-7-31 0-8-39, 74-8-37-19 53-16 9-8-37 8-22-1-63-37-16.

Ha, I remember seeing this in one of my classes a few years ago.

Edit: Actually, it was extra credit. No one got it, so the teacher had to explain. :0

66-92-66-63, 22-37-53-16 53-16 22-37-8-92-5-3-63-16-8-12-63...-_-

How do you write "q"?

edit: as for the comrade thing... because the sum of the numbers would be 205? Heheh, i don't know :P

very clever: 65-12-5-22-37-53 12-66-7-66-63-3-63-63-23 a famous 37-92-16-16-53-13-7 who gave us the 15-63-37-53-8-66-53-6 22-13-5-3-63
That was rather fun, although I didn't guess what the cryptography was based on, did it the long way.
You gave us such a big clue in the orginal post - how did I not see it.
