New Feature: Access Levels

I have finished implementing the code for the following access levels:0 - anyone is free download 1 - users must login to download 2 - today's songs for donating members only 3 - all songs may only be downloaded by donators 4 - paysite at a penny per download 5 - emergency shutoff (no downloads) i do not plan on instigating access levels 3+, however they are there should i choose to turn them on.
