It's definitely Goku from Saiyuki. Reasons? Because of his voice, facial expressions and attitude. And man, he's soooooo cute!!! Need I say more? Plus, Momiji, Kyou and the others from Furuba are also super kawaii. Especially when they transform into animals. ^^

Usually animal/pet-like characters and chibis are the kawaii-est; with wacky facial expressions, etc. Amano Ginji (Get Backers) is really kawaii, especially in the episode when he goes chibi as he tries to escape from Dr. Jackal in Infinity City. =)

WIZ!!! Wiz is soooo kawaii (he's from DNAngel)!!

Oh, and Duzell (From the manga Vampire Game), and Mokuna, of course (from Tsubasa).

As for Non-Animal characters, Kyo is definitely hot. Haha.

Oh, and I agree w/ the one below me; Tasuki is cute too.
