Kagayaku Sora no Shijima ni wa from Kuroshitsuji II. I love it, but as soon as I saw a translation I was like "OH MY DARLING ALOIS, YOU'RE SUCH A TRAGIC CHARACTER."
But it's sad even just to listen to.

And Si Deus Me Relinquit, yeah. I love all the vocal music in the series anyway.

Actually, now that I think about it, The Slightly Chipped Full Moon might be the saddest. But you have to have watched the whole second season and then listen to it knowing how Alois's story plays out. So sad. ;A;

omg how can "Distant Everyday Memories" not be on your list. Check out 5 centimeters per second and its OST. It's amazing.

i think for fruit basket is the saddest song i've ever heard, even though i dont know the meaning of that song, but the sound of all instrument in that song make it sad.
But yubiwa from Vision of Escaflowne also sad if you know the meaning of that song ^.^

Shinkuu no Diamond Crevasse by May'n (Macross Frontier)
Both versions of Ichiban no Takaramono (Angel Beats!)
Fields of Hope doesn't really count as sad, but the scene when this song is playing is just.. saddening and actually amplifies the hopeful feelings of the song. (Gundam Seed Destiny)
SAGA ~Rinne no Hate ni~, Rika's image song, sounds like any other rock song, until the middle part where she goes "SHINNE... SHINNE... MINNA SHINNE!"(DIE... DIE.. EVERYONE DIE!) (Higurashi no Naku Koro ni)
