Personally, I think Kirino from Oreimo is annoying. Sure, there are times when she's cute, but in my opinion there are also a ton of times where she's just annoying.

Ahh, Lizzy from Kuroshitsuji. I heard she's awesome in the manga, but I haven't read far enough yet to know. In the anime, she's horrible.

I'd say Hitomi from Mahou Shoujo Madoka Magica. She's a bitch for stealing Kyosuke away from Sayaka.
And Chrome Dokuro from Hitman REBORN! Chrome's a crybaby and gets too much attention from the villains, and is weak.

Well, there's only two that I strongly dislike:

Colette Brunel from Tales of Symphonia. She can be the sweetest, anime/video game girl during some parts, but for some reason, she really gets to me alot. I guess it's from the fact that she gets kidnapped every 10 seconds. >.>" Don't get me wrong though, I don't hate her to the extreme, but she just bugs me sometimes.

Arietta the Wild from Tales of the Abyss. SHE'S THE WHINNEST LITTLE B**** EVER. (Pardon my french in that last sentance.. *smiles*) But really! All she ever whines about is how "Anise stole Fon Master Ion away from her." ION WAS NEVER "HERS". What really pisses me off the most is how she whines all the time about her problems, and when she doesn't get what she wants...

Oh! Forgive my ranting *smiles* ^^;

People might give me crap for this but naruto is the most annoying character. Im pretty sure screaming "believe it" and being loud is the perfect ninja

The most annoying character for me until now is :

Fllay Allyster from Kidou Senshi Gundam SEED.

She took advantage on Kira Yamato when he was feeling down and make him to protect her from dying. *Well in the end she did died.*

Plus, she was very rude to Lacus Clyne eventhough that girl was way too polite towards her.
