Pira-san wa ("Speaking of Pira-san...") totemo ("very") ecchi ("perverted") desu ("is") Put it all together and you get: "Speaking of Pira-san, (he/she/it) is very perverted." That's the literal translation, though the one Gendou gave is more natural-sounding.
